Completed an Equity Analysis of Washington State Recreation and Conservation granting programs.

We conducted a first-of-its-kind study that showed where robust biennial investments are made, and how persistent race- and income-based gaps in park and open space access can be resolved. Six major recommendations and dozens of in-depth operational strategies emerged from the assessment that addresses numerous challenges to the equitable granting of capital and program funds. These recommendations also address how funding is prioritized and proposals are evaluated, the various procedural barriers that inhibit proposal development by under-resourced applicants, and the pressing need to scale and refine capacity-building activities that can advance project proposals in high-need areas. The analysis describes how engagement and collaboration with community-rooted partners are essential for making green space investments that stabilize neighborhoods, preserve cultures, and are inclusive to all users. Since its completion in June 2022, the Equity Analysis has informed immediate and long-term efforts by the Washington state legislature and Recreation and Conservation Office to fund parks and open space more equitably.
