New data show $186M in California community reinvestment obligations
California’s Medi-Cal managed care plans (MCPs) are now required to reinvest a portion of their net income back into the communities they serve. Newly released data show that, in 2026, those community reinvestment obligations total $186 million statewide.
The county-level data, obtained through a Public Records Act request, are now available through the Catalyst for Community-led Reinvestment website. The data offer communities, advocates, public agencies, and local partners a clearer picture of how much funding is expected to be available for community reinvestment in each county.
This matters because the success of California’s new community reinvestment program will depend not only on the amount of funding available, but on how decisions are made. For these investments to reflect community priorities and support health, safety, and wellbeing, community-based organizations and residents must have meaningful opportunities to help shape planning and implementation.
This first reinvestment planning year is a transition period for MCPs, where community engagement may not be as robust as envisioned. MCPs are moving quickly to develop reinvestment plans to submit to the state Medi-Cal agency (DHCS) by the September 1st deadline. So, communities will need to quickly connect with the planning processes in their area to weigh in.
The Catalyst for Community-led Reinvestment project is designed to support that goal. Housed at PI and implemented in collaboration with Golden Policy Partners and JPC Health Strategies, the project builds community knowledge and power to engage as co-designers in community reinvestment planning. The project also supports tools, learning opportunities, field coordination, and models for authentic community engagement across health care, public health, behavioral health, and community partners.
