We engage in administrative and implementation advocacy by working with state agencies through advisory groups, participating in public comment processes, and supporting other opportunities to shape policy implementation.

Racial Equity Commission: Governor Gavin Newsom’s Executive Order N-16-22 directs the Governor’s Office of Planning and Research to establish a Racial Equity Commission (REC). The eleven-member commission has developed a statewide Racial Equity Framework that identifies methodologies and tools state government can use to advance racial equity and address structural racism. We join statewide health and racial equity organizations in advocating for adequate resources, transparent processes, and accountability to residents most impacted by racial inequities—helping ensure the Commission advances a transformative Racial Equity Framework.

As a member of the California Racial Equity Coalition, we engage with coalition partners, Commissioners, and government staff to offer recommendations and best practices as the REC implements the Racial Equity Framework and provides technical assistance to state government entities. In Fall 2025, The REC approved the Racial Equity Framework, a groundbreaking resource to guide departments, agencies, and offices in operationalizing equity in government practices.

Prop 64 Advisory Group: We are a member of the Prop 64 Advisory group, an advisory body of public health practitioners and government staff that shares emerging trends in youth substance use, makes recommendations to the Department of Health Care Services on best practices for youth substance prevention, and provides feedback on the assessment, implementation, and evaluation of programs funded through the Youth Education Prevention, Early Intervention and Treatment Account. We also developed California’s Prop 64 Youth Fund: an opportunity to promote equity and prevent substance use among youth, a brief that offers a framework for substance use prevention and highlights critical components of successful youth-focused initiatives, including effective community-based programs.

Proposition 4 – California’s Climate Bond: In 2024, California voters approved Proposition 4, a $10 billion climate bond designed to safeguard communities, natural resources, and our collective future in the face of climate change. We track how these funds are allocated and invested, with particular attention to their impacts in our key regions of focus, including Los Angeles.
