Building Statewide Networks for Upstream Prevention

We build and steward communities of practice that strengthen collective learning, alignment, and coordination across California to advance upstream prevention and health equity. Grounded in community experience, this work supports shared analysis and strategy development—helping translate local practice into aligned policy agendas, shared narratives, and coordinated systems-change efforts.

Across issue areas including safety and healing; mental health and wellbeing; housing and the built environment; land use and transportation; economic justice; and community power, we partner with California-based community organizations whose leadership informs statewide policy and systems change. These organizations are part of the following communities of practice:

Investing in an Equitable Future is a multi-year community of practice that strengthens grassroots power-building and budget advocacy to advance equitable public investment across California. The initiative supports community-based organizations to align policy strategy, deepen shared analysis, and influence how public funding is designed and implemented—embedding equity from the outset.

The Intersections Initiative began by supporting cross-sector partnerships in California communities working upstream on community-determined priorities including housing, education, workforce development, immigration, and community trauma. Through practice-based learning and facilitated reflection, partners strengthened cross-system collaboration and strengthened partners’ ability to engage in policy advocacy. The current phase strengthens individual and collective capacity among community-based organizations in Altadena to advance community power during wildfire recovery.

People, Parks, and Power (P3) is a national community of practice supporting community-based organizations working to advance park and green space equity, with California partners actively engaged. Through peer learning, power-building strategies, and policy alignment, the network helps translate local organizing into broader systems and policy change.

Strategies for Youth and Neighborhood Centered (SYNC) Safety is a national learning community advancing healing-centered, public health approaches to community safety, including California-based partners. Through shared learning, coaching, and relationship-building, the network strengthens leadership, sustainability, and alignment between local practice and policy goals.

Safety and Healing in Networks of Equity (SHINE) (2018-2025) connected four culturally rooted California collaboratives advancing community-driven strategies to promote safe relationships, build equitable conditions for safety and healing, and prevent domestic violence through shared learning, narrative alignment, and policy engagement. Collaboratives built community capacity and leadership; strengthened prevention ecosystems; and advocated for housing and economic justice, holistic youth and family support, and community-based intergenerational healing.
